Electronic Fingerprint Submissions for the New Mexico Concealed Handgun Carry Licensing Program

The following questions and answers will help guide you through the process of submitting your fingerprints electronically in applying for the New Mexico Concealed Handgun Carry Licensing program. Please read this material carefully in its entirety. If you have any questions you may contact:

NMDPS administers the Concealed Handgun Carry Licensing Program under the authority of the New Mexico Concealed Handgun Carry Act of 2003. NMDPS licenses individuals to carry concealed handguns within New Mexico, evaluates the eligibility of applicants through criminal history background checks and monitors those currently licensed to ensure their continued eligibility.

Military Applicants:
The Concealed Carry Unit is notifying all instructors of the recent changes to the Concealed Carry laws that were passed during this year’s legislative session. The changes can be seen in House Bill 431 and they impact our Military and Mounted Patrol applicants. The Bill states we are providing an exception to the fee and firearms training course requirements of the Concealed Carry Act for current members of the New Mexico Mounted Patrol and certain Military Service Persons.
Pursuant to Section 29-19-14 NMSA, Mounted Patrol has the same requirements as current and retired law enforcement. An application fee, a renewal fee, and a firearms training course are not required for an applicant or licensee who has successfully completed a law enforcement academy basic law enforcement training program for New Mexico Mounted Patrol. A NM Mounted Patrol member will submit to the Department (2) full sets of fingerprints and a color photograph.
Application fee and training courses are not required for Military personnel or Military persons, however a firearms training course will have to be taken for those who have been discharged from military service more than twenty years of the application for their initial license or renewal. Military Service Person is defined as being on active duty with the United States armed forces, is on reserve or guard duty with the United States armed forces, or is a veteran or retiree who received an honorable discharge as indicated on a US Department of Defense Form 214

Registration for Military/Mounted Patrol/Law Enforcement Concealed Carry Applicants:
1. The applicant must register with Gemalto Cogent at www.aps.gemalto.com. Click New Mexico and click Register Online.

2. Use the following ORI when registering:

3. After registration and $8.30 electronic fingerprint processing payment are complete, the applicant will receive a REG ID.
4. Once the REG ID is provided to the applicant, the applicant may take it and a valid identification to any Gemalto Cogent fingerprint site to complete fingerprinting.
5. Include the REG ID on the application submitted to the CCW for processing.

Where can I get my fingerprints digitally scanned?

There are a number of established electronic fingerprint service sites established across the state. Fingerprint sites hours of operations and procedures may differ from site to site. Please review the Gemalto Cogent website (www.aps.gemalto.com) for a list of fingerprint sites and hours of operations. IMPORTANT TIP: All applicants submitting electronic fingerprints thru the New Mexico Applicant Processing Service (NMAPS) fingerprint service must register prior to being fingerprinted.


Registration for Concealed Carry Applicants:
1. The applicant must register with Gemalto Cogent at www.aps.gemalto.com. Click New Mexico and click Register Online.
2. After registration and payment are complete, the applicant will receive a REG ID.
3. Once the REG ID is provided to the applicant, the applicant may take it and a valid identification to any Gemalto Cogent fingerprint site to complete fingerprinting.


While online registration is the preferred registration method, telephone registration can also be completed by calling 1-877-99NMAPS (1-877-996-6277).


Fingerprint Sites
Fingerprint sites and their hours are listed at www.aps.gemalto.com > New Mexico > Fingerprint Location Map.

There are no restrictions on where applicants must be fingerprinted.
Please verify the fingerprint site's hours of operation prior to traveling, as some sites may have specific instructions.
Applicants may choose to pay online, or bring a money order or cashier's check made out to Gemalto Cogent.
Be advised that fingerprint traffic is typically heavy during lunch hours. Plan your visit to fingerprint locations accordingly.

What is the cost of the electronic fingerprint submission?

The cost of submitting your fingerprints electronically via digital image is $44.00. The balance of the $100 fee for new applicant license and the $73.30 fee for renewals is to be submitted with the application and other documentation. For instance, after paying the $44.00 for fingerprinting a new applicant will remit $56 and a renewal $31 to New Mexico Department of Public Safety with the application for the license.

How do I submit payment for my electronic fingerprint submission?

If you submit your digital fingerprints thru the NMAPS, payment for your fingerprint submission will be made online at the time of registration, or at the fingerprint site using a money order or cashier check made out to Gemalto Cogent in the amount of $44.00.

What do I submit to the NMDPS Concealed Handgun Carry Unit

Please be aware that in lieu of the requested fingerprint cards (ink & paper) described in these application instructions, you may submit your fingerprints digitally via the NMAPS service. The fee for this digital fingerprint submission is $44.00 and is done separately from your application submission. You may also submit your fingerprints digitally PRIOR to the completion of your application submission but be notified that fee's for digital fingerprint submissions MAY NOT BE REFUNDED once the submission is made.


ADDITIONAL INFORMATION WHEN SUBMITTING YOUR APPLICATION
Remember that you need only submit payment for the LICENSING FEE. You do not have to submit any additional payment for the electronic fingerprint scan.


You should submit your application to the NMDPS Concealed Handgun Carry Unit WITHIN 30 DAYS of your fingerprint-scan to avoid inconvenience and possible additional expense. If you submit your digital fingerprints PRIOR to the submission of your application, be sure to include the following item(s) with your application:


TCN Number: The TCN Number is proof that your fingerprints were collected and submitted to NMDPS. The TCN Number may be retrieved via your online receipt at www.aps.gemalto.com. Click New Mexico and Click Print a Fingerprint Submission Receipt.
